It therefore called on Silex solutions to optimize the most strategic stages of its purchasing process.

Crucial issues
Professionalizing Purchasing to meet the challenges facing the municipality
The City of Marignane is faced with a number of local challenges, and its Public Procurement Department is tasked with identifying and implementing the action levers needed to support its ambitions. So, when Laura Santiago took up her new post as Head of the Public Procurement Department, she committed the department to a genuine professionalization project to improve purchasing performance.
For the Public Procurement Department, the transformation of purchasing fulfils several objectives:
-
Improve compliance with the principles and rules of the French Public Procurement Code.
- Anticipate markets and needs well in advance of the launch of consultations to involve internal stakeholders and local players.
- Implement efficient processes during the different phases of purchasing, from defining the need to notifying the contract.
- Develop better knowledge of supplier markets to define the right purchasing strategies, bring the definition of needs closer to the offer and avoid unsuccessful procedures.
- Develop responsible purchasing in line with PNAD objectives.
The challenge
Optimize and manage end-to-end purchasing procedures using new technologies
Results
By using Silex in three key phases of the purchasing process, the City of Marignane’s Public Procurement Department has succeeded in removing the bottlenecks that were limiting its performance.
- The team carries out its programming and computation entirely on Silex, which reduces the risk of error and saves considerable time during execution, as well as in advance of consultations. The time saved enables them to analyze their programming to prepare their purchasing strategies and choose the right type of procedure.
- The purchasing team can also manage its purchases directly, and benefits from a consolidated view of all notified contracts registered on Silex.
- Access to the database facilitates decision-making, while enabling buyers to justify their choice.
When launching a new consultation, buyers can analyze their current suppliers to see which ones can meet their needs, and broaden their sourcing to open up competition. Market research enables them to open up a dialogue with suppliers and obtain information that is extremely useful for adjusting specifications, better defining selection criteria, and thus improving the response rate to tenders.
The Public Procurement Department thus benefits from all the tools and knowledge it needs to be more efficient, make its contracts more attractive and find solutions tailored to the community’s needs.
